(Sorry, Jacob. There’s no emdash in the standard.)
But I doubt the caption in question is a “real” caption. I’m pretty sure they are just rendered as part of the broadcasted file along with the credits, since you can’t enable or disable them. I’m also pretty sure that someone is just emailed timestamps and the translations, and copy and pastes them from the email. See this post for another example of sloppy typography work on Heroes.

Either way, emdashes don’t usually have spaces around them.
